The financier bought a more modest island - the Little St James - originally in the late 1990s, but acquired the more expansive adjacent island in 2016 for approximately $22.5 million.
The released images suggest he had formulated plans to build upon the 161-acre island by erecting homes, an amphitheatre, an underwater office and a reservoir.
Visible on the blueprint is Pillsbury Sound, a waterway in the region, marked on the lower right-hand corner.
The site plan is annotated in red pen markings and contains a key labelling various areas of the property.
Alongside this are what look to be an additional nine construction diagrams and engineering blueprints, featuring layouts for marina coverings.
